AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, States Dutch Watchdog

AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democratic processes just eight days before national elections.

Testing Reveals Consistent Bias in AI Suggestions

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a report published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these parties, the study indicated.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she emphasized.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”

Voting Background and Party Dynamics

Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed across the continent for the performance of the PVV.

The right-leaning group of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

Every significant political faction have rejected a coalition with the PVV, implying the runner-up party is highly probable to supply the future head of government.

Inadvertent Prejudice Attributed to Chatbot Functioning

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
